RJ Turner started his football career at Natchitoches High School in Natchitoches, Louisiana. During his time there he won multiple all-district awards and was also named the district offensive player of the year during his senior season. The Louisiana native continued his football dream at Louisiana-Monroe. He immediately became a threat in their passing game his freshman year as the 6-2, 215lb receiver led the team in receiving yards with 433. Turner was also third on the team with three receiving touchdowns and fourth on the team with 23 receptions. He also averaged a team leading 18.8 yards per catch with his longest coming in at 73 yards. However, his best season came during his sophomore year when he caught 38 passes for 693 yards and six touchdowns. Turner also played in 11 games and had 50 or more receiving yards in six of the 11 games. He also averaged 18.2 yards per catch and 630 yards per game. Turner wound up transferring his senior year to Texas Tech University where he led the team in receptions with 45 resulting in 654 yards and three touchdowns. He was also second on the team in receiving yards and tied for fourth for receiving touchdowns. Turner continued to be a big play threat with 70 catches of 25 yards or longer which ranked second on the Red Raiders.
